If you want 1/3 the size of your source file use 1/3 the bitrate (of course, you have to take the audio into account too). The only things that determine the file size are the running time and the bitrate: file size bitrate running time. You also have to look at the age and rarity of the show/series/BD edition you are looking at, Bunko Yuri is an OVA with a very small base, it didn't have many prints and probably never will again, finding something rare and making it a benchmark for pricing is retarded. Resizing to a smaller frame will not make the file any smaller when encoding with x264. If you enjoy something, freaking pay for it, someone on the other end spent the time and money to produce those episodes.
